Should I return his security deposit?

I am dealing with a new issue and I dont want to be unfair.

I bought and renovated a SFH and placed a tenant. This is a 3/1 in a B neighborhood in Jacksonville. Tenant was planning to live by himself and he works 12 hours a day. I gave him 3 weeks for free so we started the lease on September 1st. On September 17th he calls me and says that somebody broke into the house. I offered him to install ADT and he suggested another company, Viviant, so I hired Viviant and because of his work schedule I asked him to schedule the installation. He agreed and thanked me. He says they were planning to go the next day. It looks like he didnt manage to be at home for the installation and on September 23rd, he calls me and tells me the same happened again. This time I offered him to leave the house and he says he wants to stay so I hired ADT and the alarm system is installed that same day. I also sent my handyman and cover the glass in the one window he says they broke. I asked again what is his plan and he says he doesnt know. I asked him to tell me asap. On September 26th he calls me and tells me he is leaving the property on October 15th and wants his deposit back. Then he says he wants his money back and on September 30th he handles the keys to my assistant.

This is in Florida.

What should I do?

I usually install ADT on my properties that are in no so safe zones, but this is not the case with this neighborhood.
