Can a paper road ever be sold or signed over?

Does anyone have any idea if a paper trail can ever be purchased by the adjoining owner?  There is one that has not been used but I wonder if a township has ever sold or signed over that chunk of property.  I did a quick search and didnt find anything definitive.  In PA for what that is worth, Im not sure if it is more township

The term you are looking for is "vacating the easement".. start with your most local level of government and ask, you will probably be talking to a lot of people. If you have the spare funds, it may be worth just hiring a local RE attorney.
