Need help understanding Estoppel Certificate process

I am in the process of buying a 4plex. I was wondering what the process is to get an estoppel certificate signed. From what I understand:

1. Get estoppel certificate form, copies of lease agreement, 3 months of rental payments

2. Have landlord fill out information 

3. Have tenant review 

4. Have tenant sign in front of notary.

Is this how it is done? How do you all do this?

*ive received copies of the leases..1 of them was not signed by the tenant (who happens to be an elderly lady that has been living there for 24 years..any advice on how to navigate this?
