Is it odd that PM doesn't have a 'Move Out Checklist' for tenant?

Our tenants gave notice to our Property manager and they replied instructing them to be out by July 30th and to either mail the key or leave it in a hiding place. The tenant asked for a checklist and they said they don't have one. I followed up and this is the reply that I received.

"A move-out checklist? We don’t have a checklist to provide to Tenants. They are to surrender the property in the condition they received it."

This seems odd to me - am I crazy? What's the norm?
