Calif tenant vacates leaving dirty walls/ceilings

3-yr tenant left very dirty walls, and ceilings(!).  If cleaning isn't effective , can I charge for painting to restore to move-in condition?   Even tho painting was done over 5 yrs ago, the place was pristine at move-in.  This is in Calif.   I have lots of pix of condition pre-move in.
