Is this charge reasonable? Squirrels and HVAC

I just received 2 bills from my property manager in Memphis. $575 to trap squirrels (they caught 4) and $500 to "fix a fan. Fan was on low speed. Moved the wires to run on high. AC is now working as it should". I don't live in the US, so am not familiar with local prices. It just seems excessive that such minor work can cost that much? It's actually 60% of monthly rent. That's not including the additional 15% service fee. Any comments are welcome.
