Half bath to full bath conversion

Hey Guys, My house has a half bathroom in my basement. At first I assumed it would be fairly simple to convert it to a full bath. In order to make the space for the shower or tub (have not decided) I figured I would move the toilelet and slightly move a wall. After doing some research I am seeing a lot of warnings about doing a job like this. Particularly that I may be fined if I ever decide to sell. Would anyone be able to advise how tricky/ difucult it is to get the proper permits and permission to convert my half bath to a full bath? Thanks in advance, Jeff
