Homeless Prevention? would you rent?

I have a question regarding the homeless prevention funded by my local city's program. I have a guy who is on probation for "smacking his ex wife's ***, claims she gave him a charge, all this over custody of children" He has a probation officer for 6 months, and is getting funded for 66% of the rent and they also pay some of his electric bill. He doesn't have a job now but collects 200 a week in unemployment and says that he is working on a job but because they expect him to pay 33% of the rent it would mean more money would be taking out of his check if he worked alot. He says he is doing side jobs. They also pay 2 months security deposit and one month's rent up front. How do I go about screening this guy?
