Martinsburg WV ceiling height issue??

I'll call Martinsburg tomorrow to see what they say but under contract on a single family built in 1951.  The upstairs bedroom ceilings are way low.  Like 6'5".  No attic access.  Trying to find if this would be grandfathered in or are they going to hem me up trying to make it a rental?

You should be grandfathered in. Unless you do some kind of renovation that equals a certain percentage of the value of the house (or a certain dollar amount depending on the city).
