Runaway Property Manager

I'm a long distance property owner of a fourplex. It seems that my property manager is playing games with me and not providing information for work done to the property. A few of the items are listed below which occurred over a three year time span. The property manager I am using does have properties of his own and was referred to me through a friend. Let me know your thoughts.

-Charged for garbage disposal repair when apts. do not have them. I referenced there were no garbage disposals and no response.

-Charge $1,000 for paint/wall repair without providing photos. No response for photos once asked whether he will do it or not.

-"Replaced" the broken washer & dryer in one of the units with used units without my knowledge until I saw the monthly bill. Asked for photos and no response. I'm under the impression he swapped them out for older units from his other properties and charged me for them.

-An eviction notice was sent out to one of the tenants recently ending with a Sheriff escort. Is there a way I can verify an eviction notice was sent out for the address or that this happened with the city?
