Tenant asks me permission to paint but I am not the landlord yet

Hello everyone,

I am a newbie, recently join BiggerPockets and have started to learning about REI and landlord business.

I have purchased a new property and currently waiting closing. 

The current owners have been asked by tenants who want to paint etc, and they told tenants they cannot allow any alterations until tenants speak with me. I think it's okay to allow alterations at this point but as I don't have enough experience I little bit worry if it could be a cause of future troubles.

Currently I think allow alternations and ask tenants to complete it before the closing, as I'd like to check the unit and do necessary maintenance once I became the owner.

Could anyone give advice?

Any suggestions would be appreciated.
