Rentals in Canada - Tenant Improvements

So I was bored this afternoon, flipped through the TV channels and inevitably ended up with HGTV, showing "For Rent". What I don't get: That girl finds the tenants some apartment, and then has all these "improvement" ideas that make it worthwile to spend, say $1500 on a 2-bedroom basement apartment or so:
She paints walls, puts up shelves as if there is no tomorrow, replaces light fixtures, maybe even trim and molding is added, and all that stuff.
Now I am thinking, most LLs would probably stuff their tenant down the toilet if they did that.
But because those shows are produced in Canada, and most places they show may be in Canada, too, I was wondering if any Canadian LL/tenant here can enlighten me if that is standard practice "across the border".
