Let tenant hire technician to install phone jack?

Tenant wants to switch to DSL internet but the house has no phone jack. Tenant is willing to pay for a certified technician to install one at their own expense. Should I stipulate that I get to screen the certified technician? I presume they will hire Qwest to install the line so it should be safe.
