Lead paint questions. Philadelphia, PA

Hi BP, I plan too buy houses in Philadelphia. But I'm not sure how to go about the lead paint laws. I've read the laws and will call them for clarification, but I thought I'd ask BP on this topic. Here are some of the questions:

Lead safe certificate vs lead free certificate. Can I choose to be just lead free certified and not to worry about having the lead safe certificate and renewing it every 2 yrs?

How much does it cost to be lead free?

Any inputs or stories on the subject would be appreciated.
