Potentially awkward situation

Has anyone ever had an applicant pay the app fees, and then get rejected during screening? Did they make a huge fuss about it?

I have another person (talked to on phone) who needs to move immediately. They wanted to buy large dogs (Doberman) to keep as pets but I said my insurance co. wouldn't allow it. They also claim to have no rental history. I need to get more of the story behind that.

What makes it a bit awkward is he said he currently lives in the house across the street from the rental house. He wants to bring the money for the app fees tomorrow. I'm not sure how to handle the situation if he fails the screening.

if they don't pass the screening then they don't pass the screening....move on to the next applicant.
