Verbal Agreement with Tenant

Lets say you have a tenant which you allowed them to use the basement for storage and also gave them permission to use the washer and dryer in the basement. These privileges were never written in the lease, could you revert those verbal decision after you notice is only causing conflict & money?

The usage of the laundry is excessively which is costing me money. 

My question is, can I revoke the usage and lock the basement. I wont ask the tenant to remove their things from the basement but they will only be allowed to go in when they ask me in advance for entrance.
