Disabled Vet not paying rent.

Hi BP Friends, Our grandfather has a rental that is occupied by a disabled veteran. His wife was paying the $800 remainder after the gov paid $350. She left him. Now he only pays the $350 on a $1150 lease. It's been three months and our grandfather is afraid to take any action due to the tenants status. Any tips on how to proceed with this in Connecticut? Thanks Ben.
