how do I confirm if a tenant is owed relocation assistance

If I own or am buying a house in Los Angeles that is not covered under the RSO (rent stabilization ordinance) do I still have to pay the assistance fee? are all homes built before 1978 covered under the RSO, even if it shows when I looked it up, that it is not? tenant has lived there over 15 years, and is on a month to month.
