non residents using our garbage

hi and thank you for your time!

our issue is that we have non-residents dumping their large garbage items (couches,  mattresses, etc) in our garbage bin and not surprisingly the garbage company has an issue with the constant overflow.  We have posted "no dumping allowed" signs but that doesn't stop anything so short of installing an expensive camera system in hopes to capture video of the scum bags, what else can we do?
