Tenants belongings left behind

Tenants lease expired August 1.   I served a 30 day notice to quit on June 29.  ( I want to refurbish the unit).   Long story short, and there is a paperwork holdup on her getting into a new apartment, but she's not staying at mine anymore.  I asked her via text as nobody has seen her.   Her response was that she needs to find a place for her stuff but she's not living there anymore.  When I say stuff, I mean it looks like she's still living there. everything is there.  This is a section 8 tenant that does not want to get evicted.    Is this a gray area, or do not change locks/touch belongings without court order?
