resident smoking excessivly in his apartment

One of the properties my company owns in Butler, PA it is a 9 story high rise with 11 units per floor. Last month a gentleman moved in and his excessive smoking leaks into the hallways and into others apartments. We have had complaints from most of the tenants on the floor. The property is smoker friendly but the extent of his smoking seems over and above. He has been working with us and did purchase air purifiers for his unit and we put a time released air freshener out side of his door. The steps we have taken seem to have little affect. I have tried researching our options, I do not want to lose other residents because of this but also want to be respectful of this tenant. Are there laws in place to where this has become a clear nuance and I have some sort of action I can take? or any advice anyone has?
