Criminal, background checks

How do you go about doing a criminal background check? And, an eviction background check?  As far as credit report I figured I could make them provide me with one through free annual credit report.com.  I was also thinking about requiring proof of their last 6 most rent payments.  I currently have a nightmare tenant that I have a court date for eviction.  I rented with my gut last time instead of my head and I learned a valuable lesson.  Any input would be greatly appreciated
