Tenant slipping on carpeted stairs

Our PM told us that one of our tenants said she has been slipping on the stairs. She asked if she should get a runner rug to put on the stairs, or if there's a better solution. The carpet is still fairly new, so it's not worn down or anything, and no other tenants have had this issue in their units. The stairs are the type where there is no riser between each step; each step is separate, with a small gap between them.

I think a runner would actually be dangerous because then she would have a carpet-rubber interface that wouldn't have much friction. Our PM suggested maybe adding a railing to the other wall, so there would be railing on both sides.

Any ideas here? I don't know if the tenant is wearing smooth-bottom slippers or something, but I don't think we can tell her what shoes to wear. I figure we should probably do something, though, so she can't claim we didn't address the issue if she does slip.
