Requiring companion animals to be neutered?

Hey all, 

I'm helping out on a property (Oregon) where a previous tenant abandoned about 5 cats.  We're working with an animal rescue organization to catch / neuter & rehome (if tame) / release (if feral).  And the organization is very passionate that we should demand all animals, including companion animals be neutered as part of the lease.  

Have any of you come across this? The law seems vague to me - I can require tagging, but it says nothing about neutering, except that I can't interfere with the use of said animal, which seems to imply it's against the FHA. And 2 self-identified FH experts gave contradictory info (one says you can demand it, the other says the financial burden is against ADA).

Of course, I'm not sure it's a good policy anyway, except with cats.  And right now all the companion animals are dogs.  Still, thoughts?
