tamper proof thermostat for electric baseboard heat

so i own an efficiency unit.  3 rooms.  all rented.  house is electric.  i pay electric and water.   i know many people might stay away from all electric but i dont mind it considering there is value in only dealing with two utilities opposed to three.  the home is well insulated, all rooms have sealed doors, window plastic wraps are acceptable...

im pricing out having baseboard heating installed in the common area (kitchen and bathroom).  do they make electric baseboard heaters that allow a wall mounted thermostat or do most of them have the thermostat directly on the unit?   im trying to have a thermostat installed so i can control the temp with either a cover or a tamper proof thermostat or a non programmable that comes pre set to a specific degree.

thoughts??
