How do deal with candle burning tenants?

I have this issue before in the four family I have but this one is really getting to me. I went in after they moved out in the middle of the night with out notice to find black smoke ring all over the wall and melted wax running down the walls in several places even inside the tub. Is it possible to say no candles in apartment. And if so is it even possible to in force it without spending all my time there. Or is it just me that has this issue?
