Racoon going thru hole in neighbor's roof into mine (rowhouse)

I own a rowhouse in Baltimore that I'm renting out and my neighbor's roof has a hole in it - a racoon is going through that hole and into the attic space above my tenants' bedrooms and making noise, which the tenant is complaining about.  It's a flat roof so not a lot of space up there but enough for the racoon.

I'm going to ask him his plans to repair but if he doesn't want to, what would you do?  One idea is to offer to pay 50% of the cost b/c it does affect the marketability of my property.

If your neighbor doesn't care about his roof, he sure doesn't want to hear from you. Take matters in your own hands. Put a sheet of plywood over the hole with a big rock on top of it. Paint a skull and crossbones on it with a message "No Racoons"
