Commercial and Business Insurance

I am new to being a landlord, but more so my situation is complicated. I am trying to rent out a property where it's already zoned business and personal use:  someone can live upstairs in a 2 bed 2 bath, and run their business downstairs. I called EVERY insurance company (that I know of), and they all said if business is conducted on the property, they do not cover. I'm just so confused on how other people within the community are doing it. Does anyone have any recommendations on what type of insurance I am supposed to be looking for (just business insurance or is there a personal and business coverage per sq ft or something)? Any companies you would recommend for a property in Hawaii? Thank you in advance.
