Can a landlord collect less then stated rent from section 8 tenant?

Hello,

I recently inherited a section 8 tenant. 

Contract rent approved by section 8 is 1000. Section 8 to pay $800, tenant to pay $200. Can landlord choose to collect just $100 from tenant without any penalties from section 8? Tenant is pushing back on paying the $200 as stated in the lease. Has been in the property for 10 years and is a good tenant otherwise
