Eviction Rehab Help Needed

Here's the story: Deadbeat tennant using every tactic to stay without pay THE END.
Now the purpose of this is to get help in moving on because i refuse to give up. I'm new to this business, love it, and feel that this candidate for hell will one day come to leaving my property.
So help me out:
Im aware it's against the law to turn the water off but what if I can't afford to pay the bill (what if) and the city cuts it off?
Am I wrong for feeling so vengful right now to the point that im ready to purchase another rental just to finance batteling this tennant rather than offering a dime to them for leaving?
Chicago tennant laws suck for the landlord but they offer incitives for you to be a landlord I don't get it.
I have a property management on the case and am beginning to doubt their efforts. Can I hire an attorney to just jump in the case with them? The eviction process started in August their lease was up on the 15th of this month, and were waiting on a third court date to be assigned. HELP!
