BED BUG ADVICE PLEASE

Property in Michigan with BED BUGS! Have duplex property that renters just moved out after 10 years and left disgusting with unit full of roaches and bed bugs. Had company spray and then removed everything from cabinets, kitchens, flooring, etc.! Bed bugs still remain.

Had one company ($800) want to spray and then put dry ice in middle of floor stating that the bugs will go toward it and cross chemical barrier and die. 

Second company (Rose Pest) stating that this is a long term bed bug problem and need to tent the house and will be 10s of thousands of dollars and will get back to me with a quote!!!I am smelling BS on the second quote but most people in previous posts recommended them. 

Any suggestions from investors that have any experience with bed bugs? I don't want to rehab and then get renters and then get a call one day and have to do this all over again. Better to do it with everything stripped out and less places for them to hide.
