neighbor has 2 rottweiler dogs keep getting loose

I have a neighbor that has 2 big *** rotty's near one of my houses. They look like they weigh over 100 pounds each. I don't think they're mean but you never know with a beast like that. We've called the animal control police several time and the other neighbors have as well. The dogs keep getting out because they break the fence every time it gets fixed. Any suggestions to deal with this neighbor because I may lose a good tenant??
