Water from one of the shower is warm in winters

The tenant has reached out indicating water from one of the showers is just warm. A certified technician was dispatched to address the problem. He/she came back and provided feedback that it was just normal. Also, the feedback was, since it's winter, the outside water temperature is so cold, and the water may not be fully heating up. If the tenant doesn't agree with this assessment, what are some available options? The water heater is <10 years old and replacing that may be ~$2500.

 At my personal home, there is a hot water control that can be adjusted. I would have them check this.
