When it’s not in the lease that the tenant cannot contact the owner, what are your action steps as a property manager when unwanted contact occurs from the tenant to the owner?

Contact the Tenant and warn them that the owner does not want to communicate with them. The property manager was hired to handle the rental and all communication should go through them. I would also warn them that another attempt to communicate with the Landlord may result in termination of their lease.
