Neighbors Dog Won’t Stop Barking/Crying

Hey guys, I just moved into my house-hack duplex yesterday. I noticed that my next door neighbor keeps their dog chained up out back all day and night. The dog cries and barks all throughout the night (probably cause he’s cold or wants to be inside). This has made it hard to sleep my first night here. Is there anything that I can do or that can be done so there isn’t a constant barking/crying? I do not want anything bad to happen for the dog and I feel bad for it. But the noise is also a nuisance and I know once I get tenants on the other side they are going to be hearing that too and probably complain as well. Should I try speaking to the owner? Or file some sort of complaint? I saw the owner yesterday, but honestly he didn’t seem too approachable, and I’m sure this has been going on for a while. Thank you for any advice/tips on how to deal with this!
