WORST cat odor ever . . . and you won't believe what happened!

This is a first for me.

We have managed this townhome for seven years. The owner's daughter lived in it and had three cats. It stunk pretty bad but seemed to be coming from the closet under the stairs where she kept the litter box. We tore everything out, painted it with oil-based primer, and the odor went away. Our first tenant lived there two years with no complaints. We didn't notice any odor when they moved out. Next tenant moves in and a month later he starts complaining about cat odor. We think it's in the carpet, so we have them cleaned and deodorized. The smell is gone and the tenant lives there for three years. He moves out and the odor is back. We decide to remove the flooring, seal the floors, and put down new flooring. Odor is gone, we're all happy.

The latest tenant moved out two months ago and the odor is horrific! One of the worse I've smelled, and I've been in some nasty houses. We clean. We tear out the carpet. We air the place out multiple times. We ran the ozone generator. Nothing we do is helping because the odor is back within a couple hours of closing the place up. Owner has spent a couple thousand already, plus two months of vacancy, and we can't get rid of the smell. I even got on my belly and slid around the house smelling every baseboard, wall, door, inside cabinets, but I can't find where it's coming from.

This guy had 35 cats next door and the odor is wafting into our property! We are in communication with the neighbor and he seems nice, but we don't know if he will be able to clean the place up and prevent the odor from spilling over. According to another article, he was allowed to keep ten cats! 

We're making calls today to see what our options are. Even if the odor disappeared today, my Landlord is out at least $6,000 in vacancy, painting, and flooring.
