Applicante who work ask Criminal justice as case manager

Is this job similar to attorney or paralegal? Would you take someone who work as case manager at criminal justice as tenant?

I am hesitated because sometime attorney or who work on legal department are hard to manage.

But never deal with someone who work as caae manager at criminal justice part.
