Tenant cancelled Utilities & Late/Behind on Rent

Tenant moved in in August'21 and ended their service with PSEG in December. By default, PSEG has been charging me, the owner who is an owner occupant in this multi-family. I just noticed I the drop in utilities this week. Since January they have been late and behind on rent. They have only paid half this month and been unresponsive. I'm preparing a certified w receipt Notice to Cease this week. 

Has anyone had any luck with speaking with PSEG? Since I am the owner, by default will they charge me or can I call and ask for discontinued service after delivering notice to cease with deadline to pay?

This is not a section 8 tenant or building.
