Reimbursing Section 8 Money to tenant

Say a landlord has a section 8 property and wants to reimburse the rent for the month of December back to the tenant (both their portion and the portion paid for by the government) as a result of feeling the holiday spirit.

Would this be legally doable 🤔?

If I wanted to "give a gift" to a tenant, I'd probably offer some kind of improvement to the property. ie, a new appliance, fancy showerhead or new kitchen faucet, new flooring in one room if it's worn or a large rug, something along those lines. That way it's an improvement to the property as well as being appreciated by the tenant. You could even ask them what would make their stay at your place more pleasant. I just would never do a cash gift or something that could construe an expectation.
