Roof and chimney

Does anyone of contacts in Cleveland for roof and chimney? 
I got a property in old Brooklyn. I don’t even know if it’s worth holding anymore. So many repairs. Tenants have been really intrusive suggesting the roof is not to code because it’s currently 4 layers etc. The chimney fell over recently and looking for quotes. I bought the 3 bed 2 bath for 115k and there is a 40 million project planned around the corner, just wondering if I should hold and if anyone has any contacts, got one quote for $3500 for chimney rebuild.
