HELP! Horrible contractor!!!

Sit down this may take a while to read. I recently had to fire my contractor. He was rewarded to remodel our first rental project on Jan 28 ( a total guy job). His down payment was $25k. On May 19th I received a call from the county my rental is located because they notice construction going on. They asked me about my permit and of course my response was my contractor should have pulled the permit. I guess he decided he didn’t need one even though he charged me for it. Up to the date he had only completed partial demo. He was giving us excuses on why nothing had been completed and said he would FINALLY get a crew to start working on it full force. We gave him the benefit of doubt and allowed him to proceed even though we were frustrated. Still no permit had been obtain and he gets to work. Luckily he only framed 1 room and we noticed it was wrong, so we decided to stop all work. We had to do what we thought was best for us and terminate the contract. We asked for the contractor just to credit us the down payment because only partial demo was completed along with framing of 1 room. When I received his cost I was surprised. He said we owed him $2,500. Please remember this project was a total remodel. He was to Demo house along with a shed that he never demoed, level the house, install dirt because the house was collecting water underneath, install all new mechanical and electrical lines, install new sub floor, frame entire house, etc... I’m not a contractor but in my eyes he had only performed $3-$5k worth of work. Oh I forgot to mention I gave him an extra $2k because of a change order that shouldn’t have been a change order. So I’m in the project $28k and only $5k Max was completed. I am in the process of contacting a lawyer. Is there anything else I should do. PLEASE HELP!
