Rezoning a currently zoned “R1” duplex

Hello BP!

Does anyone have any experience rezoning a property?

I have a lead on a duplex that is zoned “R1”. The numbers are there and make sense for me. The utilities are still under one name because of the current zoning. Both units (when occupied) are being rented as separate units, which to my understanding is illegal. As a newbie I’m just trying to make sure I cross my i’s and dot my t’s lol. Please let me know if I am missing any information that may assist in this matter.
