Property Manager Withholding Leases

I had a property manager for 1.5 years and our agreement just ended. I requested the tenant leases that they had for the last 1.5 years, and they're saying it will cost $100 for them to retrieve and send them to me. I need those contracts for current business. This seems very unethical to withhold leases that are technically mine and try to charge an excessive amount of money just to retrieve about 6 contracts for a single duplex. Can anybody shed some light on this or help me understand how I should handle this?

UPDATE: I know it's been several months. I just haven't been as active as I'd like on BP, but I wanted to let y'all know how it turned out. I did end up calling the Alabama Real Estate Commission. I asked the Commission if the PM was required to pass along the contracts, and they didn't clarify if it was required by law unfortunately. But my question to them was not in vain. The Commission called my PM inquiring about the contracts, and the PM immediately furnished me with all the tenant contracts at no charge.
