Landscaping - Capital Improvement or Repair/Misc Expense?

I'm freshening up some landscaping at a rental property and am wondering if there are steps I can take to make this a repair or misc expense or is it a capital improvement no matter what? Cost is ~$1500 if that is helpful.

I'm not changing layout at all, just replacing plants, mulch and pea-gravel. Overall look will be exactly the same, just nicer/fresher.

Any pointers/direction is appreciated!
