HELOC during COVID - impossible?

** If this topic was already discussed before, I would appreciate a link to the conversation.

This has been almost impossible to obtain, does anyone know lenders or banks who is open to HELOCs at this time?

I am in process of refinancing an investment property and it takes a very long time, my second option is to get a HELOC on another property, it is fully paid off and is located in Miami FL. Funds are needed for a 25% down payment for a commercial MFH.

If you have any recent experience or suggestions, I'd appreciate your input.
