Refinance an owner financed mortgage

I bought a mixed use property in Newburgh NY for 120K. I put 30k down and did owner financing for the rest. It’s been almost 2 years and I’m renovating the property now. It’s zoned as residential top floor apartment and 1st floor commercial/ office overlay. I’m trying to refinance now that the property will be renovated but do I have to get the town to make the 1st floor an apartment residential before I can refinance ? Secondly how do you refinance when you bought with owner financing?
