4 unit foreclosure - owner occupied but still 25% down?

I'm looking to buy a homepath.com 4 unit as my primary residence - but the bank still requires I put down 25% downpayment since 4 units?

Is there a way to finance this without having to put 25% down? It is a Fannie Mae property. Price is $600K.

You can buy this property under home  possible program with 5% down. This program has income and area restriction.
