FHA Self Sustainability

 I found a 3-unit property I'm interested in purchasing.  There are two 1bed 1bath units that have been renovated and a 4bed 1bath unit that needs to be renovated.  My plan would be to renovate the 4bed 1 bath unit and then move into that.  Renovations would be cosmetic, nothing structural. 

I spoke to a few FHA lenders and have received conflicting info regarding the Self Sustainability rules. One told me that 75% of the rent from the two units I would be renting would need to cover the mortgage payment. One lender told me that the 75% would be based off of all three unit rents and another lender told me these rules don't apply if I don't need to include the rent into my income considerations.

Hoping to get some feedback from the forum.
