Fennie Mac and Freddie Mac - New rules in Aug

Hello team, I heard yesterday from loan agent that some new rules are coming in the month of Aug that will further restrict the qualification in terms of getting loans or increase the % of interest if certain limits are not reached. 

He does not have many details, but did mention that it may not be good for the borrowers. Does any one know of those rules and how that impact the market?
