HELOC on an investment property?

So I have been getting "outbid" in this market as I am sure a lot have, but what I'm finding is perhaps it's not as much about being outbid as it's being outdone by cash buyers.

This leads me to my next question, I have checked around many places and haven't found any place that will do a HELOC on an investment property, we have about 400k in equity in one of our investment properties and would love to do a HELOC on that property to be able to put in cash offers and then refinance the new property within a year to pay off the HELOC.

I would prefer not to refinance, does anyone have any insight on who if anybody would do a HELOC on an investment property?
